We currently have a mishmash of fixed-line connection methods, including: FTTP, FTTN, FTTB and HTC, with FTTdp being added.
We have no standard expectation on service at any location, as each of the different technologies perform differently.
We do NOT have 1Gbps services available, as it could only be supported on FTTP.
We have "up to" speeds quoted, as only FTTP can delivery the quoted speed to the customer equipment, due to the entire data path being digital. All of the alternatives have an analog segment connecting to the customer equipment, where the length and quality of copper cable will have an effect on the maximum speed possible.
With the uncertainty of the connection speed that will be received, many customers are choosing lower speed plans, such as the basic 25Mbps plan, thereby being reasonably assured of receiving that speed and, for example, not paying for 100Mbps but only receiving less than 50Mbps.
A Federal Government that states that since customers only select he lower speed, that the minimum speed is all that customers want.
Looking toward a future where the FTTN and HFC will have to be replaced (which is expected within the next 10 years) and replaced with FTTP. This will be another multi-billion dollar project and take several more years.
